Yesterday, Fuzhou Education Bureau published “opinions on primary school enrollment work in 2016”, and the “small trick” program put forward the statement of “multi-school scribing” for the first time, add new methods for the children of farmers and migrant workers who buy houses in cities, and set priority assignment levels for the children who move in the five urban areas. It is understood that on August 18-20, Wucheng primary school accepted the registration of local students and policy care objects.
Data map
Focus 1: If you choose a strong school, you can push “multi-school scribing” at the right time”
This year’s “small trick” program mentioned that public primary schools implement “exemption from admission and scribing enrollment”. However, where the allocation of educational resources is not balanced and the impulse to choose schools is strong, it can be combined with “small area management” to implement multi-school scribing in a safe, timely manner and due to local and school conditions, and disperse hot primary schools and junior high schools into each area, the enrollment quota of hot schools is allocated by random assignment, and students who fail to enter hot schools are still arranged to relevant schools nearby.
However, the reporter learned from the education departments of Fuzhou Gulou, Taijiang, Cangshan and Jin’an that the above four urban areas still implemented the single school scribing policy this year, maintain last year’s “small trick” policy unchanged.
Focus 2: Children of migrant workers who buy houses in cities can be assigned first
On the premise that farmers and migrant workers buy houses in cities, the administrative department of education, on the basis of the commercial housing sales contract filed by the housing registration (housing construction) department, does not have a large class, in principle, their children are arranged to study according to the enrollment area where they are located, and the schools of farmers and children of migrant workers who cannot all buy houses in cities are arranged to admit such school-age children by means of computer assignment, if the assignment is unsuccessful, the Education Department will arrange the nearest admission. It should be noted that “buying a house in the city” does not limit the specific purchase area, but the purchase must be a new house, and the purchase time should be February 17, 2016 and later.
In addition, for the assignment of children who move with the five urban areas, the purchase group will be given priority. Meet the “three certificates” (residence booklet of origin and parent ID card; Labor contract or industrial and commercial business license signed by one parent and the employment unit; Temporary residence permit of two parents in the same place for more than half a year or real estate certificate within their jurisdiction) under the condition or the premise that both parents hold the residence permit in the jurisdiction, the father (mother) those who hold 50% or more of the real estate share within their jurisdiction have a higher priority than those whose parents have continuously paid social security for 6 months (up to June 30 of that year) in the urban area.
Focus 3: parents who share real estate with grandparents should account for 50% or more
In the previous “small trick” policy, there was no clear regulation on the proportion of the property that the parents and grandparents shared. This year’s “small trick” policy stipulates that grandparents and fathers share real estate, and fathers should account for 50% or more of the real estate share, so that children can be identified as endogenous (if parents, grandfathers have no real estate, and they share real estate with great grandfathers, which is also equivalent to this regulation).
However, it should be reminded that if you share real estate with others except grandparents, such as friends, brothers and others, children will not be identified as endogenous.
In addition, the school-age children who rent public rental housing in the unit do not meet the conditions for admission at the place where public rental housing is located. School-age children are adopted by their foster parents and have not reported their registered permanent residence. If they can issue the adoption certificate of the civil affairs department, the education bureau of the district where the foster parents’ registered permanent residence will make overall arrangements for admission. Children born out of wedlock with household registration enjoy the same admission policy as children born in wedlock. (Haidu reporter Gao Yangyang)
