Minnan.com reported on April 14 that the six savings cards of the four banks were all in hand and their passwords were different, but they were all anti theft within a week, totaling anti theft, 129 and more than 87,000 yuan. Such strange things made Ms. Fuzhou Shi very upset. What was more bizarre was that U Shield and card were not separated, and some bank card passwords were changed.
Among the stolen cards of Ms Shi, some of them did not open online banking. How can they be consumed online? Each card has different passwords. Why is it all stolen? The bank asked her to call the police when she found the stolen brush, and the police persuaded her to find the bank first, which made her at a loss. How to defend rights? Recently, anti theft incidents occurred frequently in Fuzhou, and citizens called for the implementation of Xiamen practices and the establishment of an “anti-fraud Center”.
Anti-Fraud center operation process
Received a bank call
Only six cards were stolen
“Does your savings card spend many times in the morning?” On March 25, Ms. Shi received a call from the bank staff and learned that from 20th to 25th, her three savings cards in the bank were paid by express money, Tenpay, Yibao payment, Beifu online payment, 12 online third-party payment companies such as Shunfeng Hengtong payment consume 58, 13 and 18 respectively, with an amount of nearly 58,000 yuan.
“I have never opened these third-party payment accounts. How can I be brushed away?” Ms. Shi said that two of the cards did not open mobile banking, only online banking was logged on the computer dedicated to the home, and the other one was a salary card, and even online banking was not opened.
Later, Ms Shi began to check the other three bank cards under her name, but she was surprised to find that none of them were spared. One card was stolen with 30 strokes, and the loss was more than 27,000 yuan. What’s more bizarre was that the password of this card was changed; The other one was brushed with 6 strokes, 3000 yuan; there is also a card, although only 4 cents was spent, this card is mainly used for “transit”, that is, criminals transfer the money of other cards to this card, then turn to a stranger’s card.
Within 6 days, 6 cards of 4 banks under Ms Shi’s name were stolen and 129 were stolen, totaling more than 87,000 yuan.
Question 1:
How can I consume online without online banking?
What puzzled Ms. Shi was that she didn’t open a third party to pay, but the money in the card was stolen through these platforms.
In fact, there is no need to open online banking or mobile banking for consumption on third-party payment platforms. It is understood that the third-party payment software does not need to open online banking when shopping to meet the convenience needs of customers’ small payment, but only needs to enter the bank card number, account name, mobile phone number and other information. After the bank verifies the correctness of customer information, the third-party payment platform sends an SMS verification code to the user’s mobile phone. After the customer enters the verification code, the quick payment can be successfully activated and the payment can be completed. In other words, if the criminals intercept the verification code text message, they can pretend to be the customer himself to open it and anti theft it.
However, banks said that they were also very strange about how criminals changed their passwords.
Lawyer:
It is too hasty to draw money by code, and the program needs to be improved.
“The Lawless ‘Unlocking ‘Technology has improved, and the bank’s ‘security door’ is in urgent need of upgrading.” Luo Xiaodong, a lawyer of Fujian Jianda law firm, said that Ms. Shi was opened a third-party payment account without knowing it, and the funds in the bank card flowed from it. At this point, the bank has not fulfilled its obligation to protect the security of the funds of the depositors.
“The verification code may be intercepted. It is too hasty to agree to the procedure of opening an account or paying only by passing the verification code.” Lawyer Yu said that this left “loopholes” for criminals and the procedure needed to be improved.
Question 2:
Why didn’t the bank stop 58 strokes
In the early morning, 58 small payments were intensively floor brush. In Ms. Shi’s view, this was very abnormal. “The bank also suspected that it could call the next morning.” Ms Shi believes that if an exception is found, the bank should block the transaction in time or simply temporarily freeze the account to keep the remaining deposit.
The bank said that the bank is not without a mechanism to monitor and prevent abnormal transactions. “In fact, some transactions have been blocked in the background.” The bank’s responsible person said that when the criminals frequently traded on a third-party platform and were systematically monitored and terminated, they immediately changed to other platforms to continue trading.
The person in charge admitted: at present, the monitoring system cannot keep up with this “rhythm”.
Lawyer: to deal with anti theft tricks, banks need to be smarter
Many of the citizens who reported anti theft to Haidu told reporters that the swindlers committed crimes in the middle of the night. When the depositors woke up, the money would be gone. In this regard, lawyer Li said that the anti theft gang is a large and professional group. Aiming at their constantly renovated tricks, it is difficult to protect the financial security of depositors if the banking system is not updated and upgraded in time.
Question 3:
The password is different. Why is it all stolen?
Ms Shi wondered: the login password and payment password of each bank are different. She never told anyone, why was it all stolen?
It is understood that Ms Shi once received a text message from the bank’s customer service saying that the mobile bank would become invalid and need to be re-authenticated. She clicked the link and filled in the phone number, name and other information reserved for the card. An insider said, perhaps, this is the fuse of the stolen brush.
“This text message should be sent by criminals through pseudo base stations, pretending to be sent by banks, and the link of the text message and Trojan horse virus.” The insider said that although Ms Shi only involved the content of one bank when filling in the information, criminals might search through “big data” and involve her other bank card information.
Yesterday, regulators and bankers also said that the recent incidents of anti theft in Rongcheng occurred frequently, and many cases were caused by the accidental disclosure of information by citizens.
Lawyer: fraud messages are flying everywhere, and the crackdown should be strengthened.
“I often receive bank text messages that are hard to distinguish between true and false.” Lawyer Qu said that fraudulent text messages cannot be prevented, and stolen brushes cannot attribute the main responsibility to depositors leaking information. She believes that banks should do more reminding obligations and strengthen risk education for consumers, and cooperate with the police to crack down on pseudo base stations.
Question 4:
Stolen brush, alarm first or go to the bank
Like many people, after Ms. Shi found the stolen brush, her first thought was: let the bank recover. “After all, money exists in banks, and banks have the obligation to keep it well.” She said.
Banks square tube often ask depositors to report to the police immediately. “It is not that we ask the third party to pay back the money, they will pay back the money. Some money is transferred away and cannot be frozen. It is useful only if the police are called.” A banker said.
“But the police said that after the case is filed, you have to wait until the case is solved before you can recover the deposit.” Ms. Shi said that the police advised her to find a bank to deal with it first. Ms. Wang, another victim depositor, once encountered a similar situation. She said that as a result, she really didn’t know whether to call the police or not.
A person familiar with the matter said that it often takes a long time to solve the case when the network is anti theft and the evidence is not fixed across regions. In addition, when financial fraud cases occur frequently and the police force is limited, the police also need to solve the case according to their priorities, that is to say, many small anti theft rights protection are far away.
Lawyer: banks are obliged to recover stolen money for depositors.
Lawyer Qu said that if the bank’s procedures left “loopholes”, which provided the possibility for anti theft, then the bank has the obligation to help depositors recover losses, even if they do not file a case, ms. Shi can also report to the police first and give the police a bill to the bank to recover anti theft of the money from the third party.
□ Xiamen experience
□ Xiamen case
2 million cheated
All recovered within 2.5 hours
What should I do if my bank card is stolen? The “anti-fraud center” mechanism initiated by Xiamen in China is worth learning. Last year, Xiamen Municipal Party Committee and municipal government coordinated the command and broke the department’s limitations. They were led by municipal leaders in charge of comprehensive political and legal management and public security work, comprehensive management, publicity, public security, banking supervision, traffic control, civil affairs, finance, efficiency and other relevant departments formed a leading group and established Xiamen anti-fraud center in July 1 last year to implement the joint office and “integration” operation of “police, silver and Tong.
By the end of last month, the anti-fraud center had recovered more than 31.22 million yuan. Last year, the number of cases of telecom fraud cases nationwide increased by 32.5% year on year. However, after the establishment of the anti-fraud center in Xiamen in the second half of last year, telecom fraud alert decreased by 13.84% year-on-year.
Among them, on August 31 last year, a swindler pretended to be the boss through WeChat, defrauding Xiao Li 2 million, the finance department of a company in Xiamen. After receiving the police, the anti-fraud center immediately started the stop payment procedure. Within 2.5 hours after the incident, the accounts involved in the case were frozen at 5 levels and 36 were frozen successively. Finally, the defrauded money was fully recovered.
Nowadays, anti theft incidents also occur frequently in Fuzhou, and citizens call on Fuzhou to have a local anti-anti theft “fast Center”. According to relevant sources, Fuzhou anti-fraud center will be launched in the near future. A few days ago, the provincial public security department and the banking regulatory bureau organized 7 institutions such as Industrial Bank, five large banks and Postal Savings Bank to learn the experience of Xiamen anti-fraud center and are studying the specific scheme of establishing anti-fraud working mechanism in Fuzhou.
